The StVO Module for legal Bafang BBS operation throughout Europe!

The StVO module* was created to operate powerful BBS systems as a legally unregistered pedelec (bicycle with pedal assistance) easy and without complicated programming adjustments.

Our module is the only product on the market that allows the use of a larger and more robust motor from the Bafang BBS series as a pedelec – without registration, insurance coverage or a driver’s license.

During the first use, the existing controller data is read and stored in the module. Then, the module automatically adjusts the data of the controller for the operation of a pedal-assist bicycle with a maximum speed of 25 km/h and 250W nominal power output.

From this point on, the used BBS motor group (with correct wheel size adjustment) is adapted to the current regulations and is considered as a bicycle.

The original or personal parameter settings of the BBS controller can be restored with the included GutRad Key, e.g. to remove the module again (data recovery) or for rides on private property.

If you decide to permanently store the StVO data in the controller and module, you can disconnect and reconnect the module in StVO mode once. Afterwards the BBS system with the attached module is protected against any programming and tuning interventions.

The module is compatible with all UART Bafang and APT displays.

Any Tuning like the EggRider, bluetooth displays, SpeeedApps etc. to exceed the limits are prohibited.

‘Off road’ mode

Some electric cycles offer a temporary increase in top speed that is often advertised as ‘off road’ mode. When ‘off road’ mode is activated, the vehicle can be propelled by the motor at a speed greater than 15.5 mph.

Vehicles that have this feature are considered motor vehicles.

Originally signed in 2021, the renewed MoU includes several key areas:

– Collaboration on potential research initiatives** focused on sustainable mobility and cycling tourism.
– Organization of joint activities**, such as workshops, conferences, and public events.
– Emphasizing the economic, cultural, and regional impacts of cycling tourism.**

The initiative promotes a slower, more sustainable form of travel that fosters appreciation for local cuisine, cultural heritage, and community life in European countries and regions.

Leadership Perspectives
Zurab Pololikashvili, Secretary-General of the UNWTO, emphasized that cycling tourism provides numerous benefits beyond creating sustainable tourism products. It supports local economies, enhances health and well-being, fosters cultural immersion, and encourages investments in infrastructure and road safety. He called cycling tourism a powerful mechanism to address seasonality and overcrowding in tourism while aiding rural development.

Henk Swarttouw, President of ECF, highlighted cycling tourism’s global and local benefits, including its positive effects on health, sustainability, culture, and quality of life. He expressed pride in partnering with UNWTO to expand cycling tourism worldwide, particularly by improving data collection and promoting innovation in this growing segment.

Recent Collaboration Highlights
Over the past two years, ECF and UNWTO have focused on data and event-driven initiatives. Alessandra Priante, UNWTO’s Director for Europe, participated in key ECF events, including the “25 Years of EuroVelo” online celebration in November 2022 and the **EuroVelo & Cycling Tourism Conference 2023 in İzmir, Turkey.

Priante noted the exponential growth of cycling tourism, moving it beyond a niche market. It now represents a significant driver of sustainability and aligns with the increasing trend of eco-conscious tourism, particularly among younger generations.

Important Notice: Converting an e-bike results in the creation of a new product from a legal standpoint. As per the European Product Liability Act, individuals undertaking the conversion of a bicycle into a pedelec assume full liability and do so at their own risk. It’s essential to note that warranties offered by the bike manufacturer, covering components like the frame, brakes, rims, etc., essentially become null and void in such cases.

Numerous anonymous self-promoters in forums such as Pedelecforum, Facebook groups, YouTube, etc., often assume the role of “manufacturers” and disseminate misleading information!

Individual components, such as motors, batteries, and add-on parts used for these conversions, are distinct products and the user does not attain a manufacturer status by using them.

Attaching a false sticker for nominal current and CE to a product with inaccurate name and performance information is not only misleading but also constitutes a criminal offense.

To legally modify the performance and other features of a CE-certified kit as delivered, the change must be implemented by the manufacturer itself or through an additional product with manufacturer certification, or a service from a company authorized to make such alterations. It is insufficient to merely affix a sticker to the motor or reprogram the controller independently.

For accurate information on this matter, one can consult the manufacturer of the product in question, the approval body, the technical inspection association, an expert, a lawyer, the relevant authorities, an expert service provider, or specialized committees, among others.
